A New Approach to Mental Health and Well-Being

‘Integrating promotion, prevention and management strategies can lead to a more effective use of resources and better health outcomes’*

The World Health Organization (WHO) is tackling the growing challenges of mental health, brain health, and substance use (MNS) conditions with a new integrated framework. These issues are key to overall well-being but have often been underfunded, stigmatised, and separated from mainstream healthcare, leading to gaps in care and unequal access to services.

WHO’s Plan for Change

WHO’s Integrated Operational Framework connects mental health, brain health, and substance use with other health areas, offering a practical guide for countries to improve services and outcomes. By focusing on prevention, management, and inclusion, the framework promotes:

• Better use of resources
• Improved access to care
• Greater support for sustainable health systems
• Advocacy for Action

WHO’s new ‘Advocacy Strategy’ calls for:

• Empowering people with lived experience
• Advancing mental health across all life stages
• Expanding primary care and community-based services
• Preparing for emerging health challenges
